The evening of April 22, Governor Wolf presented his detailed plan for reopening Pennsylvania beginning May 8, 2020. The reopening will be done in three phases: red, yellow, and green.
 
The entire Commonwealth is currently under the red phase, which has the purpose of minimizing the spread of COVID-19 through social distancing, implementing safety protocols, and closing schools and businesses that have been deemed non-life sustaining.
 
The phases will be assigned based on the conditions in a county, counties or region. The first regions that will be reviewed for movement from the red phase to the yellow phase are the northcentral and northwest regions with a target date of May 8, 2020. The administration will use the Department of Health metrics and a data tool developed by Carnegie Mellon University to guide their decisions.
 
The yellow phase will ease certain work and social interactions, but others will remain in place. Schools and gyms will remain closed and large gatherings will be prohibited. Telework must continue where feasible. Businesses with in-person operations, including child care centers, must follow business and building safety orders. In-person retail will be allowed, but curbside and delivery options are still preferred. 
 
Green, the least restrictive phase, will remove most restrictions while requiring individuals and businesses to follow CDC and Department of Health Guidelines. The administration will continue to monitor public health indicators and adjust orders and restrictions as needed.
 
Also noteworthy, Governor Wolf now will permit the construction industry to resume operations starting May 1, 2020, provided the industry complies with certain safety measures.
