Mr. Harf’s primary area of practice is litigation, with an emphasis on the defense of government entities, public officials, and employers.

- Defending counties, cities, towns, police departments, constitutional officers, school boards, and other political subdivisions
- Handling a wide range of complex litigation matters, including alleged violations of constitutional rights, federal and state employment claims, breach of contract, and personal injury defense
- Representing clients in state and federal trial courts in all stages of litigation
- Briefing and arguing state and federal appeals
- Advocating on behalf of organizations and employees before federal and state agencies
- Advising localities and political subdivisions, including advising on local, state and federal legislation to ensure compliance, drafting ordinances, counseling on federal and state rights in various forums, advising local boards, constitutional officers, police departments, and other public entities on constitutional issues, and counseling on personnel and employment matters
