Mr. Bailey’s primary areas of practice are general corporate law, government relations, business expansion and development, government contracts, public finance, utility law, and white collar criminal defense and compliance.

Experience

• Representing clients as general counsel, providing services on matters involving contractual agreements, human resources, real estate, procurement, regulatory compliance, and more
• Engaging with both the executive and legislative branches of government, focusing on problem-solving, public policy development, and advocacy
• Drafting, reviewing and analyzing legislation and regulations
• Negotiating and drafting incentive agreements to support companies establishing or expanding operations, including West Virginia’s largest single incentive grant, valued at over $315 million
• Collaborating with public and private sector partners on various economic development projects, encompassing energy, utility, manufacturing, and infrastructure projects
• Assisting clients with public finance projects, including bonds, payments in lieu of taxes (PILOTs), tax increment financing, state and federal tax incentives, direct economic development loans, and state issued loan insurance
• Supporting clients on a wide range of regulatory compliance issues and government audits
